Presentation of Albanian Centre for Energy Regulation and Conservation - ACERC

ACERC is a think tank centre with focus in Albania energy market and its integration on 8th Regional Area & EU IEM. The ACERC mission aim to provide a qualified contribution to the promotion of the liberalization and the effective integration as well as the efficient use of energy resources.

ACERC main activities profiles briefly consists in the release reports, articles and periodicals. In cooperation also with collaborates the offering of the activities that support capacity building of market actors, such as national and regional seminars, trainings and conferences. Initiatives completed by advocating in the energy sector promoting a forum called in Albanian School of Regulation.

In this special briefing, environment journalist Sonja van Renssen identifies the top 5 environment issues that will be discussed by the European institutions under the Luxembourg EU Presidency:

  • Road to COP21 in Paris in December: the Luxembourg Presidency will focus on the need to channel the debate on climate finance, i.e. the money needed to reach the EU’s climate change targets as well as a review process to increase ambition every five years after 2020.
  • The second big climate issue for the autumn is the reform of the EU Emission Trading Scheme (ETS) following the Commission’s proposals tabled on 15 July.
  • The Commission’s circular economy proposals are due this Autumn and eagerly awaited by many.
  • Air quality: the Presidency will be looking to impose the revised National Emission Ceilings (NEC) directive on reluctant Member States.
  • Finally, the Luxembourg Presidency will prepare for the 25-27 September UN summit onpost-2015 sustainable development goals.

In this special briefing, leading energy journalist Hughes Belin picks out the top 5 energy issues that will be discussed by the European institutions under the Luxembourg Presidency of the Council of the European Union:

  • Energy union: The Luxembourg presidency will give priority to the development of a governance system based on a dialogue between the European Commission and the Member States.
  • Several internal energy proposals will also be high on the agenda, notably the electricity market redesign proposals to be published by the Commission mid-July.
  • Research: Luxembourg will emphasize the importance of innovation, R&D, and new technologies in the renewable energy and energy efficiency sectors.
  • The first EU Infrastructure Forum will take place under the Luxembourg Presidency. €650 million in grants are available for energy project in 2015.
  • On nuclear, the Luxembourg presidency will assist member states in their implementation of recently adopted EU legislations.
